Project P509428 — Lebanon Emergency Assistance Project · Method: Quality Based Selection · Consulting services · REQUEST FOR EXPRESSIONS OF INTEREST (FRAMEWORK AGREEMENTS FOR CONSULTING SERVICES ) Lebanese Republic Council for Development and Reconstruction (CDR) Lebanon Emergency Assistance Project (LEAP) Procurement Reference: FA-CS-BLDG (TOTAL DAMAGE) Assignment Title: Framework Agreements for the Assessment, Reconstruction Design, and Construction Supervision of Totally Damaged Public Buildings The Lebanese Republic (hereinafter called the “Borrower”) has received financing in the amount of US$250 million from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) toward the cost of the Lebanon Emergency Assistance Project (LEAP). The Council for Development and Reconstruction (CDR), acting as the executing agency on behalf of the Government of Lebanon, intends to apply part of the proceeds of this financing to eligible payments under contracts for consulting services under Framework Agreements. The consulting services (“the Services”) involve engaging Design & Supervision Consultants under Framework Agreements for several contracts for assessment, reconstruction design, and construction supervision of public buildings that have been totally damaged (destroyed) across Beirut & Mount Lebanon, Bekaa, and South Lebanon The Framework Agreements will be concluded through a Two-Stage Selection Process and the consulting services shall include the preparation of: Module 1 – Technical Investigations and Feasibility Assessment Module 2 – Detailed Engineering Design and Procurement Support Module 3 - Permit Documents (reconstruction permit, if required) Module 4 – Construction Supervision and Contract Administration The Framework Agreement will be signed for a duration of Thirty-Six (36) months with multiple qualified engineering consultancy firms. Specific assignments will be awarded as Call-Off contracts across distinct Call-Off Modules for Totally damage buildings on an as-needed basis.
