The Government of the People's Republic of Bangladesh has received a credit from the International Development Association (IDA) toward the cost of the Technical Assistance Facility under the Learning Acceleration in Secondary Education (LAISE) Project, being implemented by the Directorate of Secondary and Higher Education (DSHE), and intends to apply part of the proceeds of this credit to engage the services of a Financial Management Specialist (Individual – National). 2. The scope of the consulting services includes, but is not limited to, supporting the Project Implementation Unit (PIU) in ensuring effective, efficient, and compliant financial management of the Project in accordance with the requirements of the World Bank and the Government of Bangladesh (GoB). The detailed Terms of Reference (ToR) are available at www.dshe.gov.bd or may be obtained from the address provided below. The duration of the assignment will be approximately twenty-four (24) months, and the assignment is expected to commence in November 2026. 3. The required qualifications and experience for the assignment are as follows: a) Education Qualification: M. Com/ MBA in Accounting/ Finance and related subjects. Professional accounting qualifications such as Association of Chartered Certified Accountants (ACCA), Chartered Public Finance Accountant (CPFA), FCA (Fellow Chartered Accountant) or FCMA (Fellow Cost and Management Accountant) will be an added advantage. b) Experience: 12 years of professional experience in financial management in government or semi-government institutions, or with international development partners implementing development projects, including 8 years of experience a
